How Eastern Kings Manages Emergencies

The Rural Municipality of Eastern Kings has a formal Municipal Emergency Management Program and List of Resources, approved by the PEI Emergency Measures Organization.

Below is an overview of how the process works.

Mayor & Council
Overall responsibility for emergency management rests with Mayor and Council. In an emergency, the Mayor may declare a State of Local Emergency, giving the municipality special powers to protect residents and property.

Emergency Coordinator
The Municipal Emergency Coordinator leads the day-to-day emergency response on behalf of Council. They activate and manage the Emergency Operations Centre and coordinate all responding agencies.

The Municipal Emergency Coordinator for Eastern Kings is Isobel Fitzpatrick. Isobel comes to us after a successful career in policing and with a strong skillset in terms of training; her significant work experience in the area of Emergency Management and her desire to contribute to her Community bode well for her success in this role.

Provincial Support
If local resources are not enough, the PEI Emergency Measures Organization (PEI EMO) can provide provincial support. Eastern Kings works closely with PEI EMO to ensure our plan is integrated with the provincial emergency system.

Partner Agencies
The Eastern Kings Fire Department, Souris RCMP, ambulance services, and community organizations are all part of our emergency response network, with formal agreements in place.

What Happens During an Emergency

When an emergency occurs or is imminent, here is how the municipality responds.

Notification: The Municipal Emergency Coordinator is notified and immediately informs Mayor and Council. If the Emergency Operations Centre needs to be activated, the team is called in.

Assessment: The emergency team assesses the nature and scale of the event and develops an Immediate Action Plan. This plan is updated as the situation changes.

Declaration: If the situation warrants it, the Mayor or Council may declare a State of Local Emergency. This allows the municipality to take special measures — including issuing evacuation orders — to protect residents.

Reception Centre: If residents need to leave their homes, a Reception Centre will be opened. You will be notified through social media, local radio stations, and signage in the community. The centre provides shelter, food, clothing assistance, and personal support services.

Recovery: Once the immediate emergency has passed, the municipality works to support residents in returning home safely and recovering from the event.

Reception Centres

If you need to evacuate your home during an emergency, go to the nearest open Reception Centre. Staff and volunteers will be there to help.

When a Reception Centre is open, you will be informed through the municipality’s social media channels, local radio, and signage in the community.

How You Can Be Ready

Emergencies can happen quickly. A few simple steps now make a big difference when it matters most.

Make a Plan: Decide now where your family will meet, who you will contact, and what you will do if you need to leave home quickly. Download the PEI Emergency Preparedness Guide to get started.

Build an Emergency Kit: Keep at least 72 hours of supplies on hand — water, food, medications, flashlights, a battery-powered radio, important documents, and anything your family specifically needs.

Know How to Get Information: In an emergency, tune to local radio stations, especially CBC PEI and Ocean 100. Follow the municipality’s social media channels for updates. A battery-powered radio is essential if power is out.

Know Your Neighbours: Check on neighbours — especially elderly or disabled residents — during emergencies. Communities that look out for each other recover faster. Let someone know if you will need assistance during an evacuation.
